Analysis congestion management


The relevant network operator(s) start(s) for an area to which a preliminary announcement is issued, an investigation into the possibilities for use of congestion management.
Congestion management will be applied if the outcome of the investigation reveals that:

  1. The relevant network operator(s) may find it technically possible;
  2. The relevant network operator(s) may find it possible from System operations perspective and;
  3. The period of anticipated congestion lasts longer than one year but less than 4 years and;
  4. In the relevant area there are enough potential participants for the implementation of the congestion management method.
